Director Van Ryn is a lifelong resident of Manteca and has been employed with Van Ryn Brothers since 1996. He is married and is proud to be the father of two children, and enjoys exercising and working out in his spare time. He is also active in community service working with the Second Harves Food Bank. 

 Billy was elected to a 4-year term in 2024. Current term expires December 2028.
